The U.S. Department of Housing and Urban Development has reopened its fiscal year 2026 Continuum of Care and Youth Homelessness Demonstration Program competition, giving applicants until September 30 at 8 p.m. Eastern time to submit through the federal e-snaps system.
The competition had been stopped after a federal district court vacated the funding notice. A September 16 order from the First Circuit Court of Appeals granted HUD an emergency stay while the appeal continues, allowing the agency to resume the application process without resolving the underlying legal dispute.
HUD says more than $4 billion is available nationally for housing and supportive services for people experiencing homelessness. The current federal funding table lists the Virgin Islands VI-500 Continuum of Care with an estimated annual renewal demand of $168,095 and preliminary and final pro rata need of $1,472,748.
The territory may also compete for up to $500,000 in CoC Bonus funding, $294,550 in Domestic Violence Bonus funding and $73,637 for planning. Those amounts describe possible competition categories and calculations; they are not awards and should not be presented as money already secured.
HUD left the funding notice otherwise unchanged except for the new deadline and a technical change reducing the project-selection notification period from 15 days to seven. The court appeal remains active, so applicants should rely on HUD's current competition page for any further changes.
The territory's Continuum of Care should publish a dated application timeline, the projects selected for its priority list, requested amounts and final award results so service providers and the public can track whether the compressed federal deadline was met.
