DSPR projects up to $2.2 million a year to operate new stadium

The Department of Sports, Parks and Recreation plans to operate Paul E. Joseph Stadium directly after construction is turned over, rather than hire an outside management company. Commissioner Vincent Roberts told senators the department can run the Frederiksted facility if it receives specialized staff and adequate resources.

DSPR estimates annual operating expenses of approximately $1.5 million to $2.2 million. Preliminary staffing for seven stadium employees would approach $350,000 a year, while equipment could require about $400,000, according to testimony summarized from Friday's legislative hearing.

The department projects annual revenue of $800,000 to $1.6 million from sports leagues, tourism, facility rentals, concerts, festivals, concessions and advertising. Even at the high end of that revenue range, the estimate may leave a public operating gap, and the figures have not yet been tested by actual attendance or bookings.

DSPR says its handover plan will begin with safety certifications, dedicated hiring, standard operating procedures and a phased opening. The approach recognizes that substantial construction completion—currently targeted for December 31—would not by itself make the stadium immediately ready for full public use.

The department described the stadium as a higher-level sports and event venue requiring more than ordinary field maintenance. It has not yet published a final staffing plan, rate schedule, event calendar, operating budget or opening date.
