The V.I. Department of Planning and Natural Resources has opened public comment on its proposed plan for $44,124,000 in federal fiscal year 2025 water-infrastructure grants. The two-week comment period began September 14 and closes at noon on Monday, September 28.
The money is allotted to the U.S. Virgin Islands through the Bipartisan Infrastructure Law for Drinking Water and Clean Water State Revolving Fund work. DPNR says eligible uses include drinking-water and wastewater improvements, projects addressing emerging contaminants, and lead-service-line replacement.
The territory plans to seek the Clean Water Act and Safe Drinking Water Act funding through one consolidated grant. The proposed Intended Use Plan sets program goals, administrative procedures, a project-priority system and project-priority lists; DPNR may later add ready-to-proceed projects to protect public health or address emergencies.
Residents may request the full draft or submit comments to DPNR Environmental Program Manager Harold Mark at harold.mark@dpnr.vi.gov. Written comments may also be delivered to the Division of Environmental Protection at 45 Mars Hill in Frederiksted or 4611 Tutu Park Mall, Suite 300, on St. Thomas. The official notice says comments received by the deadline will be considered before the plan is finalized.
The draft and supporting administrative records are available through DPNR's Environmental Protection offices and capital-improvement-grants page. DPNR says it will prepare written responses after the comment period and make them public through the same notice process.
DPNR should publish the complete draft, project-priority lists, island-by-island allocations and a plain-language comment form on one permanent page, then post its response-to-comments document and final plan beside the original notice.
