The BVI Cabinet has approved a transfer of Crown land to the H. Lavity Stoutt Community College Board of Governors, and the Ministry of Education says the administrative work needed to complete the transfer is underway.
The government describes the transfer as part of the college's long-term expansion at a time of rising enrollment. HLSCC recorded 854 students in 2026, a 32 percent increase over five years and its largest academic enrollment in at least 13 years.
The 2027 Budget Address proposes an $11,275,800 annual subvention for HLSCC. Government says the college's subvention has risen 38 percent since 2022, an additional $3.1 million, while separate planning continues for student accommodation at the Paraquita Bay campus.
The announcement does not identify the land parcel, acreage, appraised value, transfer terms or completion date. Cabinet approval and administrative processing therefore should not be treated as proof that the land has already been conveyed or that construction has begun.
The BVI government should publish the parcel map, acreage, valuation, transfer instrument, restrictions on use, completion date and a funded campus-expansion plan.
