Premier and Finance Minister Natalio Wheatley presented a proposed $559,141,100 budget for 2027 to the House of Assembly on Tuesday. The total is the government's spending plan, not an enacted appropriation.
The proposal relies on $457,809,000 in projected revenue, $47,292,100 in loan financing and $54,040,000 from existing fund balances. It assigns $460,412,600 to recurrent spending, $9,578,600 to principal debt repayments and $81,083,800 to capital expenditure.
The revenue forecast is led by an expected $223.1 million from the Registry of Corporate Affairs, followed by payroll tax, international-trade taxes, stamp duty, work permits, hotel accommodation tax and the tourist-arrival levy. The address projects 4.1% real economic growth, 2.9% inflation and 1.5 million visitor arrivals in 2027; those are forecasts rather than guaranteed results.
The address lists ministry and department allocations and says large infrastructure projects will continue using a $100 million CIBC FirstCaribbean loan facility signed in 2024. The figures remain subject to debate, amendment and final approval of the Appropriation Act by the House of Assembly.
The Ministry of Finance should publish the full estimates, project-level capital schedule, debt drawdowns, fund-balance sources and later House amendments in machine-readable form alongside the address.
