The BVI government approved a $44.9 million supplementary appropriation that redirects or adds funding for public services, infrastructure and outstanding obligations. The total should not be read as $44.9 million of entirely new spending because substantial portions are reallocations within the 2026 budget.
Premier and Finance Minister Natalio Wheatley told the House of Assembly that $500,000 is earmarked for subsidies assisting residents affected by water shortages and $600,000 for removing derelict vehicles and supporting community cleanup. Work has begun in Havers, with additional removals planned across Tortola.
The package also raises payments to private garbage collectors to address fuel costs, provides sargassum-response funding and supports education grants, sports facilities, public-employee salary increments and retiree pensions. It includes about $26.7 million in recurrent expenditure, $14.7 million in capital expenditure and $3.5 million in capital acquisitions.
Funding sources include the Consolidated, Contingency and Disaster funds, grants and $5 million from the Transportation Network Improvement Fund. The announcement identifies broad allocations but does not publish a project-by-project spending schedule or eligibility rules for the water subsidies.
The BVI government should publish the enacted schedule, each funding source, water-subsidy eligibility and application details, contractor payments and island-by-island cleanup milestones.
