New $70,898 USVI housing allocation tied to HUD suspension

HUD lists a fiscal 2026 Housing Trust Fund award for the territory but makes it subject to the unresolved suspension of the V.I. Housing Finance Authority.

The U.S. Department of Housing and Urban Development has assigned the Virgin Islands $70,897.89 in fiscal 2026 Housing Trust Fund money, part of approximately $255.5 million distributed nationwide for affordable-housing work.

A footnote in the allocation notice says the Virgin Islands award is subject to HUD's suspension of the V.I. Housing Finance Authority. The notice identifies the amount as an award but does not say it has been canceled, released or forfeited, leaving access to the money unresolved.

Housing Trust Fund dollars are intended primarily to increase and preserve rental housing for extremely low-income and very-low-income households. The territorial allocation is modest and is not itself a penalty; other small jurisdictions also received relatively small formula amounts.

HUD suspended VIHFA from future federal transactions on July 20 while an investigation proceeds. Federal officials have made allegations involving financial management, controls and disaster-recovery performance; VIHFA and the Bryan administration have said they are responding and have emphasized that previously obligated recovery projects may continue. The merits and ultimate duration of the suspension remain unresolved.

SUGGESTED IMPROVEMENT

HUD and VIHFA should publish a joint, program-by-program status table showing which awards are obligated, suspended, under review or available through another eligible administrator, along with the next decision date for each one.
