Independent auditors issued adverse compliance opinions on eight major federal programs administered by the Government of the Virgin Islands, including Medicaid, children's health insurance, child-care assistance, unemployment insurance, federal recovery funds and wastewater construction grants.
The fiscal-year 2024 Single Audit also gave qualified opinions to 12 programs, including SNAP, special education, Head Start, drinking-water financing and FEMA public assistance. Other programs, including WIC, federal transit and emergency rental assistance, received unmodified opinions for the requirements tested.
An adverse opinion means auditors concluded that a program did not comply in material respects with applicable federal requirements. It does not automatically prove fraud, theft or that every dollar associated with a finding must be repaid.
The report was issued June 30, 2026, and covers the year ended September 30, 2024. The new October 9 reporting draws out program-level findings that were not detailed when the government announced completion of the audit in July. Corrective actions described in the report require separate follow-through and verification.
The Finance Department should publish a finding-by-finding corrective-action tracker with responsible agencies, deadlines, questioned amounts and documentary evidence when each item is closed.
