Leaders of the Sixth Constitutional Convention told a Senate committee that they expect an initial consolidated draft by January 31, 2027, followed by reconciliation and a final document due to the governor February 28.
The convention is requesting a $300,000 fiscal-year 2027 appropriation: $200,000 for operations and $100,000 for public education. Senators also questioned more than $179,000 already paid in delegate stipends and the pace of the drafting process.
Convention officials say 134 meetings have been held since January 2025. The Human Rights Committee has completed its review, while other committees remain at different stages and a plenary vote on that committee's language is scheduled for November 7.
Officials are also asking lawmakers to amend the enabling law so public education can begin before the proposed constitution is submitted. The $300,000, the statutory changes and the planned July 3, 2027 referendum remain pending steps rather than approved outcomes.
The convention should publish a committee-by-committee drafting tracker, the text under consideration, meeting records, stipend totals and a public-education calendar well before the proposed referendum.
