The St. Thomas Committee of the V.I. Coastal Zone Management Commission unanimously approved three projects Wednesday: a major permit for a new soccer training center at Estate Nazareth, a federal consistency determination for Ezra Fredericks Ballpark improvements and a modification to Crown Bay Marina's existing permit.
The soccer federation's first phase calls for an artificial-turf field, parking and temporary restrooms on roughly five acres near the cricket field and Ivanna Eudora Kean High School track. Later phases would add bleachers, permanent restrooms, locker rooms and support buildings and would require additional approvals.
Plans include stormwater chambers designed to hold 166,575 gallons, perimeter drainage controls and retention areas because the site lies in a flood zone. The federation anticipates selecting a contractor by year-end, beginning work in January and allowing through the end of 2027 for completion.
The ballpark project includes a new concession and restroom building, accessibility work and repairs to fencing, gates and other facilities. At Crown Bay Marina, the approved modification allows shaded seating, a kiosk, mobile bar, prefabricated restrooms and a sewer-line extension; the applicant said no in-water construction is planned.
Each approval includes environmental or existing permit conditions. Project schedules and later-phase features can still change as applicants complete remaining reviews and construction decisions.
CZM and the project sponsors should publish the final permits, conditions, phase schedules, accessibility plans and construction-status updates in a single public project tracker for each site.
