DPNR's Division of Coastal Zone Management has scheduled an online public hearing for Thursday, October 29, at 4 p.m. on WAPA's proposed Coral Bay and Frank Bay generator projects. The proceeding is a federal-consistency review, not a final permit approval.
At Coral Bay, the proposal calls for two 2,500-kilowatt diesel generators on Parcel 6-4 Remainder Estate Carolina, two 20,000-gallon aboveground diesel tanks and smaller skid tanks. The notice says the stored fuel would support five days of continuous operation at full load.
At Frank Bay, WAPA proposes a new substation and switchgear building with two emergency generators and two aboveground fuel tanks in the Enighed and Contant area. The notice directs the public to the Microsoft Teams hearing and identifies the review as CZM0029-26.
The hearing gives residents a formal opportunity to comment on coastal consistency, fuel storage and site impacts. Construction and commissioning remain separate future milestones, so the scheduled hearing does not mean backup generation is already available.
DPNR and WAPA should publish accessible site plans, spill-containment and noise controls, the hearing recording, written-comment instructions and a dated decision after the review.
