PFA authorizes $767.7 million for initial utility and road work

The approvals cover early phases of the St. Thomas West and St. Croix Southwest bundles, not the projects' final construction prices.

The V.I. Public Finance Authority board authorized officials to enter contracts totaling up to $767,721,702 for preconstruction services and early work on the St. Thomas West and St. Croix Southwest Rebuild USVI infrastructure bundles.

The St. Thomas authorization totals up to $414,962,127 for KHVI, a Kiewit–Haugland joint venture. The St. Croix authorization totals up to $352,759,575 for Kiewit Infrastructure South. Both bundles combine underground electric, water and wastewater work with later paving.

The approvals do not establish the final price or completion date for either full project. Design and cost reviews are expected to refine the broader construction scope before additional board decisions.

Board members questioned large differences among preliminary St. Croix estimates, which ranged from about $990.9 million to $2.2 billion. Those figures covered broader anticipated construction and should not be added to the $767.7 million authorization as though they were final awards.

SUGGESTED IMPROVEMENT

PFA and ODR should publish a public package-by-package dashboard showing scope, contractor, authorization ceiling, invoices, design completion, schedule changes and the distinction between early work and final construction cost.
