The V.I. Public Services Commission voted Tuesday to keep WAPA's Levelized Energy Adjustment Clause at 22.22 cents per kilowatt-hour through December 31. The LEAC is the fuel-related portion of an electric bill and is separate from the base rate.
PSC Chair David Hughes said consultants have not completed the required review of WAPA's filing because the commission lacked funding while utility assessments went unpaid. He also said the filing did not satisfy the consultant's minimum requirements; WAPA recently began making assessment payments.
WAPA asked commissioners to continue the current charge even though the utility said fuel conditions could support a 24.03-cent LEAC. The vote keeps the customer charge stable for now, but it does not settle the longer-term rate review or guarantee that the LEAC will remain unchanged after December.
Commissioners separately extended the passenger-ferry operators' 66-cent emergency fuel surcharge for 30 days. They did not decide the broader ferry-rate case at Tuesday's meeting.
The PSC should publish the order, WAPA's filing, the missing-information list and a dated review schedule so ratepayers can see what must happen before the next LEAC decision.
