GERS funding-note shortfall reaches approximately $116 million

The latest fiscal-year payment was about $4.38 million below the amount due, adding to earlier unpaid balances tied to the pension-system funding note.

The Government Employees' Retirement System says the unpaid balance associated with its funding note has reached approximately $116 million after the territory's latest payment fell short of the amount due.

For fiscal year 2027, $73,661,125 was due under the payment schedule. The government authorized $69,285,335, leaving a gap of $4,375,790 that GERS says adds to roughly $112 million in earlier shortages.

The funding note was created during the 2021–2022 pension restructuring and is supported by federal rum-tax revenues. Congress restored the $13.25-per-gallon cover-over rate beginning January 1, 2026, but did not make that restoration retroactive for earlier periods.

The reported balance is an obligation claimed under the funding arrangement; it is not a new actuarial projection of when GERS could become insolvent. A previous forecast placed possible insolvency between 2033 and 2039, and no new forecast was published with this payment update.

SUGGESTED IMPROVEMENT

The administration and GERS should publish the funding note, annual amounts due and paid, cumulative arrears, interest effects and an updated actuarial projection on one reconciled public dashboard.
