Dilsa Capdeville Head Start opens, completing six-center rebuild

The St. Thomas facility closes the construction phase of a $42 million federally funded initiative spanning St. Thomas, St. Croix and St. John.

The Dilsa Capdeville Head Start facility opened on St. Thomas Monday, completing a six-project rebuilding and improvement initiative financed with $42 million from the federal Office of Head Start's Disaster Recovery Funds.

The six projects include Cruz Bay on St. John; Anna's Hope and Concordia on St. Croix; and Minetta Mitchell, Lindbergh Bay and Dilsa Capdeville on St. Thomas. Government House says approximately $15 million supported the St. Croix work and $27 million supported facilities in the St. Thomas–St. John district.

The new center is named for Dilsa Capdeville, a social worker and advocate whose service to children and women in the Virgin Islands spans more than six decades. The opening ceremony marked the end of this construction program, not the end of Head Start maintenance, staffing or enrollment needs.

The official release does not state the center's enrollment capacity or the date children begin attending. Families should use current Department of Human Services enrollment and operating information rather than treating the ribbon-cutting date as a classroom schedule.

SUGGESTED IMPROVEMENT

DHS should publish each center's capacity, enrollment availability, classroom opening date, accessibility features and current operating status in one territory-wide Head Start directory.
