The Virgin Islands Waste Management Authority is seeking coastal approval to replace Christiansted's LBJ pump station on a 1.67-acre inland site at Estate Penitentiary, roughly 600 meters from the existing facility.
VIWMA told the St. Croix Committee of the Coastal Zone Management Commission that the proposed site is more than 100 meters from the coast and outside FEMA-designated flood zones. The existing station sits less than 20 meters from the shoreline and has been linked to repeated equipment failures and sewage overflows.
The proposed station would use two separate wet wells, each with three pumps, so one side could remain operating while the other is isolated for maintenance. Plans also include standby generators, debris screens, spare-parts storage, dual force mains and odor controls.
Commissioners raised questions about long-term shoreline erosion and connecting infrastructure. VIWMA agreed to submit more plans before a decision meeting. Tuesday's federal-consistency hearing did not grant final approval, authorize construction or establish a completion date.
VIWMA and CZM should publish the environmental assessment, connecting-pipeline plans, shoreline-risk analysis, funding source, decision record and a construction schedule on one project page.
